I completed the quest "A Clever Fake" that gives you a free tech at the end. So the quest completed, it told me I received a free tech (second bug/gripe: it doesn't create a new tech notification for the tech itself, like the regularly researched ones would). It gave me Atmospheric Filtration. This tech has a facilitating line (aka Discount) to Maximized Explotation tech. However, it did not give me the facilitated discount. Neither the hovered tool-tip (same price as all the rest), nor when I researched it (indeed, it was the full price non-facilitated price).

It seems as if the facilitated bonus isn't being checked, or rather, that flag is only set when normal research happens. Something during the free tech delivery fails to set that flag, so you don't get your discount.
