As you can see there is nothing relly at all above in the queue.

temp.zip - the save game demonstrating the problem, systemin question "Sirius".

As possible cause for triggering bug:

1. When I cam to system with exploration ship got guest to defeat pirates - exploration ship gotr lost in the buttle.

2. Then I came to the same system with 2 exploration ships and on "Beutifier" colonizer and created a colony before fighting the pirates . Defeted them.

3. After defeting 2 pirate ships from quest got attacked by another "regular" pirate ship from minor system above, defeted it as well.

Not sure what (and if) from above triggered the bug, but result as you see - once oupost become colony I unable to build anything there.
