As the title says: I have a planet, and the only thing available to build is "Global Propaganda." I just downloaded the 1.0.11 beta, and I had the same issue both prior to and after the install.

Hello - sorry for the late reply. I have a new game with this Global Propaganda issue. It happens 100% of the time on the system Delphinus - this save is the turn before Delphinus turns into a colony. I also can't load after the turn that this happens, it locks up. Save game file is here:

Also, don't know if this is related, but I also get this message instead of my custom faction name

My own anecdotal observation - I am almost certain that the buggy colony is related to the population boost UI that I posted a screen shot of. The outposts often seemed to act up after that UI screen popped up. I stopped boosting the populations, and have not had a bugged colony since
