Researched Autonomous Construction, but am still unable to build armor. This happened both before and after the 1.0.11 patch update.

As a general question - when we install the patch, do we have to start a new game in order to see the changes take effect? Or are the current save game files supposed to be updated as well?

If you mean you're still encountering the issue where sometimes, technologies would not apply there empire-wide effects such as unlocking the exploitation of resources, or unlocking a type of unit, I don't see it mentioned as fixed in the patch note so I think it's still being tested on our end.

For your other question, it's recommended to start a new game since the state of things is kept in the save.
