Yeah, I figured as much. I wasn't sure some of the stuff I was seeing was intended or not, because that's only my second playthrough and I never explored moons before. I spotted some other things that didn't seem to make sense, like the game suggesting that I use an "Anomaly reduction" on a multiple moons or binary moons anomaly (which is not a negative anomaly?!), and the tooltip for that anomaly reduction not indicating any effects (just the production cost). I'm guessing these issues might be interrelated.
