Look into a "Centaurus" system.

It does not builds anything. 

If you hover mouse over "turns left" (round) icon of the top item ("Drone networks) (1) in the queue it says (tooltip) "The construction is blocked by "infinite" constructiun on the top of the queue" .

This is a bug , since there is nothing above it in the queue , so tooltip is wrong.

The real reason that I can't build anything, it probably due to production 0 of the system , if you hover over "System industry production" icon (2) you will see it says:  "production from XXX is 20, production from YYY is 3 and production from event -30. So if you sum up it becomes negative, so it is ok that it does not builds anything, but tooltip should be more clear - we have a negative/0 production in the system , not infinitive item on top of the queue.
