1. SPIN Project do not auto upgrade in Bio-Enhancement Facility

2. Bug description

When I get the technology for Bio-Enhancement Facility all my planet with SPIN Prject do not auto upgrade with it.

Moreover, the two planet improvements appear on the list :

3. Steps to reproduce

Get the two thechnologies to have the +1 and the +3 Influence per population.

4. Reproducibility

I didn't try to reproduce.

5. Expected behavior

The planet improvement would auto upgrade with the new one, and only one would appear on the list of planet improvement.

1.0.11

7. Notes

I will try with the 1.0.16 during the week end

Hello :)

I've checked this issue you're describing and found out indeed that Planetary Specializations with 3 levels would not seamlessly go from level 1 to 3 (if level 2 technology has been skipped for example)
