Summary / Title: Vodyani Arks that upgrade to a new design with different system FIDS mods won't update unless you unembark and embark

Description: If you were to change the design of a ark to have new FIDS mods (science to industry for example)  and upgrade it, the effects won't be applied unless you umembark and embark

Steps to Reproduce: 1. Have a ark that's embarked with modules that change FIDS

2. Modify the ark design to have different modules than the current one that the ark already has (better FIDS bonus, different FIDS bonuses)

3. Upgrade the ark

4. Go to the system view and see that nothing has changed

5. Unembark the ark and end turn (action required to embark again)

6. Embark the ark, the changes are now applied

Expected Behavior: Upgrading an ark to the new design would apply the changes automatically, as it had in previous versions

In earlier versions it would automatically apply the change but not in this version. 

Definately annoying as you will have to make a ark not be a system for one turn and that you have to do it every time if you want to apply the changes.
