Summary / Title: Population bonus not shown correctly


Description:  


The bonus provided by a population unit of a specific faction shows the wrong bonus or no bonus in scan view for various factions.


Steps to Reproduce:  


1. Compare the bonus shown on in the context menu of a Hissho pop with its actual effect and the bonus shown in the planet scan view


  - context menu shows + 20 Manpower / +30 Manpower on steril (see picture)

    - this is the bonus described in the Wiki

  - planet scan view shows system Defense bonus (see picture)

    - this is the actual effect on the system


2. Look at the population bonus shown in the System management scan view

  - no bonus shown for 

    - Kalgeros

    - Dejuvans

    - Horatio


Reproducibility: 


4/5 (always reporducable for the mentioned factions)


Expected Behavior:


- every faction should show a bonus in the System management scan view

- the bonus shown in the context menu should be consistent with the bonus shown in the System management scan view and the actual effect
