Summary / Title:

Diplomatic immunity battle tactic failed

Description:

Unarmed scout ship destroyed by pirates when setting battle tactic to diplomatic immunity.

It worked on a previous turn against pirates, just not this turn.

Steps to Reproduce:

1. Load the attached save game.
2. Order all fleets to execute their moves.
3. Scout ship will arrive at Quadus and immidately come under attack by 2 pirate vessels.
   
4. Set battle tactic to "Diplomatic Immunity"
5. Fight.
   
6. Scout ship is destroyed.

Reproducibility:

Expected Behavior:

Scout ship remains at 100% health due to diplomatic immunity.
