Description: 

After the Auto governor with a dust focus policy builds Cerebral Reality, Xenotourism Agencies, and specialize all the planets with a Colonial Exchange, it does not que more dust improvements such as Pulvis Production. It does que the trade hq or subsidiary if available.

Steps to Reproduce: 

Set the governor to focus on dust and unlock all or most of the dust improvements up to 3 or above. Don't que any dust improvements, just let the ai governor que for ever  turn until the construction que becomes empty, even though there still are dust improvements left to build.

Expected Behavior: the ai governor should que dust improvements until there is no more improvements available that produces or increases dust.

Notes: 

I see this happening with other focus policies not queuing higher stage/era improvements, but I have not really test it.

Also, not sure if it's a glitch, the ai governor does not terroform or remove negative anamolies. I remember the ai gov did that in endless space 1. I really enjoy how the ai gov handles micro management for me. Please add that feature in.

I would also like to have a balance policy option too, just like endless legend
