Seen: During a ground battle with undepleted troops, the default Conscription option is resulting in "negative 5" armor units being applied, as below:

Choosing "protect system" removes all the +- and leaves the base 8/45/9 as expected.

The results for using Conscription showed 20/40 armor - implying that using Conscription did in fact give me negative-5 tanks! I don't want to recruit any more negative tanks :(

Yeah, they really bring down morale!
