Southwestern section of the map a system named Altair is the point of reference.  I had a fleet orbiting the system and I believe an allied AI(Vodyani)  attacked an enemy AI (Sophons) and I was unable to move from the system as it said "you must wait for the X to be resolved/complete".  It never resolved even though the enemy AI was actually eliminated from hte game altogether a number of their fleets remained frozen on that system.
