Summary / Title: Election result screen shows wrong / inconclusive information

Description:  See screens -- 1. The Industrialist votes bubble appears twice as if they were added to both the Militarists and the Scientists. The pie chart is correct though showing them being added to the Militarists only. The caption below "no new laws" is plain wrong -- in fact, government is handed over from the Scientists to the Militarists and laws change accordingly. See 2. screen for the actual outcome.

Expected Behavior: Election result screen should be correct, i.e. supporting votes applied only once and government / law changes correctly shown as they appear at the start of the next turn.
