I'm not sure if this is actually a bug or just me not understanding some game mechanic but for the past 5 turns on my latest game I got a new hero every single turn.

It says on the hero screen that I only need 1 point to unlock a new hero while I seem to generate 36.

I'm currently running 1.0.19 but the game was already started a few versions back (not sure about the exact version any more).

If this is not a bug I'd like to know what's causing this because it almost feels like I'm cheating and I guess in a couple of turns I'll run out of systems/fleets to assign my heroes to :)
