Religious law "Righteous Fury" does not agree with law description

I checked the forums as best I could for this but the most recent post was a couple months ago.


As the title states,  from the law description I thought I'd be able to ignore cold war / closed border limitations when leeching / invading.


Imagine my surprise when my immediate neighbor closed his borders and totally shut me down despite having this law in force.


From the older posts I'm guessing this is a known issue,  but I can't find any dev comment or resolution - what gives?   Is the law description correct or is the behavior (Closed Borders stop Righteous Fury) correct?   Surely the devs do not intend to leave both as is.   That would be very confusing.

Hmmm.


Is nobody else experiencing this problem?  


The behavior I'm seeing (1.019) and the law text can't both be right... 


Any comments appreciated,  especially from dev...

Half the laws in the game are/were bugged. The New Colony law hasn't worked right until last patch. The Spoils of War law is still broken (it's compounding each turn). This wouldn't surprise me. I'd dive right into a Vodyani game and check it out, but my impetus to play has been completely destroyed by all the bugs. I've shelved ES2 for now.

Hey SilasOfBorg!

Indeed with the Righteous Fury law, you can attack and invade in enemy territory while being at Cold War. Your neighbor will not be able to do that and it's the strength of this law.

If it closed his borders, you will need to go to war against him to continue to attack and invade him. I asked to add a point about it in the law's description.
