Several of my colonies have 100% approval - but are only 'content'.

If I remember correctly there's a religious law that fixes all approval to content. Maybe you set it ?

No, only militaristic laws are in effect.

I've just loaded your save and I am not getting this issue.

If the game is restarted and this save loaded up does it still happen?

If so try verifiying the integrity of the game files with steam, does that help?

Weird. I did check it persisted after loading. I will take a look later.
