Steps to reproduce: 1. Find another empirein your starting canstelation.

                                    2. Make a contract "Close borders".

                                    3. Build an outpost near another empire so the shortest known way from your homeworld to outpost will go through it.

                                    4. Boost the grouth of outpost with culture.

Expected Behavior: Logistic ships plot their course taking into account your relations with other empires.
