Description: My second hero (I think I got him through a quest, where I had to get a ship with at least 60 offensive power) has not gotten a single level-up since (I think he started at level 5 and the level progress always seems to jump back to level 5. He already fought and won many battles (I'm guessing 15+) even against other heroes and still nothing happens and by now he is my lowest level hero (even though it was my second hero).

Steps to reproduce: I hope my attached save file will help.

Expected behaviour: I expected the hero to level at least a little (at least in ES1 my fleet commanders who were fighting a lot were the one leveling the fastest).
