Playing as United Empire, and throughout my game I have been unable to change government.  The VALIDATE button is disabled, and when  hover over it, it says:

I have this tech researched (for abount 150 turns at least):

In fact, I now have achieved all but 11 techs in the outer research ring and I still can't change governments.
