[1.2.0] Titanium probes incorrect cooldown time

Description:

Playing as Voulters and placing Titanium Probes on their exploration hull.

Originally Cooldown is 1 turn but when you place the module on the hull it gets up to 2 turns.

Exploration ships have a 100% better probe recovery rate so the cooldown should go to 0.5 not to 2.

The values are recalculated correctly for Hyperium probes which goes down from 2 to 1 turns per probe.

Probably the same is for other factions / hulls but haven't tested that yet.

This is just a description problem. In reality the ship does regenrate 2 probes per turn.


Steps to Reproduce:  Load save and edit hull.

Expected Behavior: 

The indication should show either 2 probes / turn or 0.5 turns per probe.

I expect there is a problem with displaying non integer values and that is why we end up with 2.
