Easy to fix in the core dll, if ever gets modified, this is a 1 min fix.

on the class "PanelFeatureEffectsResource"


In the "if" a few lines above that enables: Gui.Localize("%PanelFeatureEffectsResourceTitle"), adding the text in bold fixes the issue.

Indeed it can not be corrected by mod override.

Target property is correctly set (4 +2) 
Note : +2 and +2 as there is also another deposit on the planet i'am using as example

Effect of system upgrade reciped also is correct.This limits the effects of this bug to UI misinformation only (fortunatly)
