Summary: Second mission after Riftborn Blues requests something that is impossible. 

Description: As I was playing as the Vaulters, I aquired a quest chain related to helping the Riftborn (of which I had some in my empire). I completed the first mission, then the game asked me to level up a system, which was already at max level. 

Steps to Reproduce: 1. I am not sure if it affects only Vaulters, but I would use them just in case. 2. Trigger the mission Riftborn Blues. 3. Complete that mission, then another one will appear that may request a level up on a fully developed system. 

Ability to Reproduce: I assume 5/5? 

Version: Was present in 1.2.8 and still seems to be in 1.2.11.
