Ever since the new update I've noticed that many tool-tips for system improvements and planetary specializations don't fully display what they actually do. Since I've been playing since the start of early access, this is less of a big deal for me, but I image it's beyond confusing to new players and those that haven't played in a while.

I've been experiencing the same issue. It seems like it's not all tooltips that aren't working properly, but if the bug occurs I think it's always the same tooltips that are broken (for example interplanetary transport network in the tech tree).

It's also not limited to system improvements, in the tech tree it can be pretty much anything. In the system management view I've seen it happen on anomaly tooltips.

It's always the information about "Effects" that get left out. The lore, cost, and political impact are not impacted by the bug.

What made the bug happen for me is when I bought some DLC. I got Vaulters, Lost Symphony and Untold tales. I had an ongoing game in which the bug was absent, then any new game created after those DLC were activated had the bug occur at some point (not far into the game).

Today I've tried launching the game with all 3 of those DLC deactivated (unticked them in the steam client), all the tooltips seem fine so far.

Same here, particularly with Interplanetary Transport Network.

It's well into 2021 and the bug still exists. Highly unnerving. Maybe it'll get better if buy some DLCs?

Load auto- or manual save fixes this display-bug. At least for the moment.
