Not sure how you managed this bug to arise. I can confirm your save game issue. I could fix it by dismissing the subsidiary at Lynx (the line down to systems name to the very right, close to total system upkeep -> list of system buildings). This way I was able to build two new ones.

Thanks for trying out my save.  Lynx was never an enemy system,  but I'm pretty sure I took at least one Lumeris system via influence that did have a subsidiary.   I'm guessing that scrapping the sub. at Lynx forced the game to do a recalc.

The most curious thing is that the econ page clearly says "1/2".   Only the devs know for sure I guess.   Still hoping they eventually take a look at the save and it leads them to a code bug.

I have the same problem.

I start a new game with RiftBorn and the last game version (1.3.27 S5)

If I scrap one existing subsidiary, I can then build two new ones...
