In my last game, I would get 50 happiness from the Jingoist Joy Bill, but there were no minor civs. Is it just a typo?

Hard to say without a save, but the law also gives an approval boost when you're at war with Major factions.

I just took a look at your save files, and when I load them in the current version of the game, the bonus displays as "per War with a Major Faction," which is accurate. Could you confirm whether this is fixed for you as well now?

With the current version of the game, loading those saves and some others from that game, they do display "war with a major faction". Those saves were from Jan. 20'th, so i guess penumbra plus the new update might have changed it to display correctly.
