hi there i try 5 times behemoth quest, All times has bug. Dlc is all active except for the penumbra.

If I understand correctly you are saying that although you have researched sufficient number of techs from the military quadrant (top portion of the tech tree) the quest did not finish properly to yield rewards.  It seems to me that BadBecauseMad is correct. Your 2nd screenshot shows that the Behemoth techs are no longer greyed out, hence available for research.  Once you finish up Behemoth blueprints research the Behemoth hull will become available to build.
