I've created another game, make some other desicions, but the result is same - when I invaded planet, nothing happends.

Here is onther save

Maybe I don't understand something and don't read quest correctly?

I tried your save, invaded. Occupied the system.

And got the achievement.

I've had a moment to check your save now, and the quest resolved properly for me as well. You have to end the turn after invading the system and occupying it, however.

If that does not complete the quest for you, please share the diagnostics file stored in "Documents/Endless Space 2/temporary files"
