Lumeris Faction Quest Reward issue

The Lumeris' faction quest reward 'Safer Streets' is bugged, or otherwise mislabeled.
It unlocks a law that says; "+15 [Approval] per Company Headquarters on Systems".

As it is written, this means that all my systems should get a +15 approval increase, per each Trade HQ that I have built.
As the mechanic works now, only the system where the HQ is built gets this bonus and only once. It doesn't stack in any way.

This makes the reward incredibly lackluster. A handful of systems that get a measely +15 approval. The other rewards have a lot more impact.


With how expansive the Lumeris can get and the penalties for overcolonization, it makes much more sense that the reward should work as it is written; stacking +15 approval on every one of your systems, for every one Trade HQ that you built. That's a maximum of +60 approval across your Lumeris empire on a vanilla playthrough.

That's a good number to combat some overcolonization.

While I generally agree that Safer Street act tooltip is misleading and current effect is really ineffective, I think making its effect 'maximum +60 Approval on Empire' could mess the balance. Lumeris already has 'make love not war' law, which grants lots of happiness. That's tier-2 law. Other major approval law is tier-3. Giving +60 approval to quest reward tier-1 equivalent law is just too much.

Nah, GIMME THE APPROVAL BONUS! Else it's really like no brainer stupid useless lackluster bs quest path that has no utility besides possibly rushing towards the relevant quest reward faster provided you already hold 3 homes.

I was trying to say devs would have intended something else than +60 approval on empire. I find nothing wrong with changing its effect with further modding or etc. (and I will change it by modding)

On the topic, I would also like to request a progress indicator on the amount of HUGE planets you own already towards the indy path questline.

+15 approval on just one of your systems for a faction quest reward is not balanced at all, though.
And I further disagree with you, I feel +60 approval is well balanced vs the immense disapproval you get from gathering a whole bunch of minor factions into your empire.

o I forgot to mention here. I recently changed Lumeris quest chap2 reward ecologist law effect in my mod.


It's now -25% expansion approval on systems with passing trade routes. While I'm unsure this would be powerful enough compared to +25% Ind if ecstatic, this will emphasize the trade routes in approval management.

Is this currently bugged? I did this branch of the quest but I can't see the law anywhere?

still bugged. Lumeris Riftborn and Sophons still can't use their laws from the quest reward. It broke after awakaning was released still not fixed
