You're not supposed to be able to skip ahead to other skills. It's supposed to be a branch to be taken one step at a time.

If you can describe how you managed to get the second skill without the first, or have a timestamp of when you did it in your playthrough, I'd greatly appreciate it,as it would help tracking this problem down.

Just clicking and applying did not repro this situation for me unless I used your save, which is why I am wondering how you managed to get the Tier 2 skill without the Tier 1 skill in the first place.

In any case, we'll look into this, but no ETA on a fix.

Not going further into the matter. I think the bug has been noted. Surely a patch will follow. :D

As far as I can tell from our tracker, this should be fixed in the next patch.
