Sometimes when playing as another race and you talk to the United Empire through the Diplomacy screen, 

they will just stop talking, like the little things that the leaders usually say when you communicate with them will just stop. 

Again, why does this only happen with the United Empire? 

Happens to me too in almost every game, no idea why and frankly it's quite offputting. Not gamebreaking, but it's a little sad :/ 

I've posted bug reports about this a couple of times before. I think it is once the AI United Empire transforms into Sheredyn or Mezari, it stops talking.

I once had the Mezari talk since 1.5.11 But it only happened once. I got my hopes up, but after that one instance Zelevas never talked again. :(
