Building nakalim temple on gas giant breaks research from now on[solved]

I dont know why but if i set nakalim temple planet upgrade on gas giant then next turn my research wont progress and templ;e stuck in build queue at 1 turn to complete forever next turn too from now on. Game progresses "normally" with diplomacy combat etc but research will be stuck at the same level and wont complete. Now im playing my first game at giant ring galaxy with 11 AI players at turn 239 so maybe something else broken but this is repeatable using my save game file.

You don't have a continuous system development blocking the others ?

My queue on system in question consists of 2 items - first build temple upgrade and second - build public 3d printing - first item never completes and research wont progress once item added to list. If im not trying to build temple upgrade research completes normally.
