Description: As stated above, I am the Librarian for the Academy and listed as Allied. Nonetheless, no trade routes go through Academy territory, and it counts as a blockade. This is very annoying, as the academy bisects my empire, and I'd rather not have to build a massive fleet and wipe out the entire Academy just to get trade flowing again. Attached is a save file where this can be seen in action. Could this be because I once attacked a planet of theirs? I paid reparations a long time ago, and we're allied now, but their territory still blockades me.

Steps to Reproduce:
1. Have a trade route that goes through Academy space.
2. (possibly) Attack the academy and then pay reparations.
3. Become allies with the academy by gaining a role/title such as Librarian.

4. Their territory completely blocks trade.

Reproduceability: 5/5, it will always do this.

Expected Behaviour: I assume that when allied, trade routes shouldn't be blocked by the academy, just like any other ally. I'd actually expect that behaviour even while neutral with the academy, since otherwise the center of the map is a permenent trade dead-zone.

Notes: As stated above, I'll try to reproduce on a new game soon, which I'll note the results of here. I will also try on the beta branch to see if it happens there as well. Below is a save file from the game in which this has been happening.

Edit: I have since replicated this in a new game, and on the patch preview build. As such, I'm changing its reproduceability and version to include this.

Same here. They blockade (or invade) my systems.

I paid reparations, but still they invade and blockade.

Even so,

In another game i didn't even find the Academy yet, still their ships on my homeplanet look like they invade, and my manpower is going down.

If that root cause is fixed, this and other bugs should all be fixed (hopefully).
