It's more of a bug than a cheat (well, I hope :)...

After capturing a system to UE, I discovered that he could build the same building multiple times.

For example, AI build on the same system:

- 3 "Predictive Logistics"

- 7 "Xeno-Industrial Infrastructure"

- 8 "Public-private Partnerships"

Yes, this is indeed a bug, and not an AI cheat (while they admittedly get bonuses, they don't get to circumvent game rules).

Mibal, did you also start a game pre opt-patch and then continued the game with the patch?

Yes i think so. I started a new game after the optional patch. I still have to confirm that the issue persists.
