Description: When trying to convert a system, there is a red note who said "This system can not be converted".

Step to reproduce:

1 First to have enough influence to absorb a system (and the scientific capability to do so) but do not convert the system yet.

2 Wait for the diplomatic message from the faction who is receiving the conversion threat to ask you to stop the conversion their system.

3 Accept to stop the conversion (the peaceful conversion is then reset to zero and the peace symbol disappears from the system who can be converted)

4 Wait 20  (more or less) till the end of the accord, then the peace symbol reappeared and the conversion per turn counter start again, but there is now a red note "this system can not be converted" who lock the capability to convert system (even if you are at 100%)

(Note that I am at peace with the faction who I am trying to convert)

Reproducibility: Unknow, probably 5/5

Expected behavior: To be capable of converting a system.

Firstly i would recommend playing on version 1.5.7.

Then  see if the problem persists.

I'm focusing on this part because, as far as I recall, you cannot convert systems from factions you are at peace with. You can only convert systems in Cold War. 

I recommend ending your peace treaty and see if you can convert it then. 

That's what i tried, still not possible.

The law actually says you can convert in peace and cold war.

Bot are not working.

Sorry, I missed the part where you said you were in Cold War with them again. My mistake! 

Yes, I'm no confused as well. 

May be if there is some developer going through here this bug can be repaired for the next update.

I tried the patch 1.5.9, the bug is still here.
