Summary / Title: Vodyani Ark Consumption scales in a strange way with game speed.
Description: Ark Consumption increases massively on endless speed in a way that prevents proliferation without massive investment in food technology and hero skills.
Steps to Reproduce: 1. Start a game as Vodyani on Normal speed, check your Arc Consumption. It should be around -12 at 1 Vodyani pop. Proliferate, and check your Arc Consumption. It should be around -29 at 2 Vodyani pop, and you should be gaining food stock. 2. Start a game as Vodyani on Endless speed, check your Arc Consumption. It should be around -30. Proliferate, and check your Arc Consumption. You should be about to lose your second pop, or even only have a single Voyani pop as the second one has instantly starved, and are at around -66 Arc Consumption; more than double the arc consumption on normal speed, despite Endless speed halving the amount of food you gain from planets.
Reproducibility: 4/5
Expected Behavior: As the amount of food stock required to grow a pop is doubled on endless, and as FIDSI per planet is halved on Endless, Arc Consumption should also be halved. Instead, it is more than doubled, completely preventing Proliferation under all but the most extreme circumstances.
Notes: I suppose if you lucked out and got two terran planets in your home system, you might not start starving. It'll happen in basically every other situation, though.
