get a popup that... "your counselors took this choice for you:" suggesting you were supposed to have a choice last turn.

so, was there supposed to be a choice? Or is the option that "is utterly trash in comparison with the other option" the only intended option?

sorry I didn't get around to addressing your reports sooner.

Luckily, this one is not actually a bug. "your counselors took this choice for you:" denotes that the quest branches at this point, but a choice you took at an earlier stage in the quest governed that decision. The same is true in the Hissho main quest, for example.
