Given there is an achievment that wants to gift 15k in a single game, I am sure this is not intended, it was also way lot more back at the release.

Academy Grants are influenced by how much Dust was paid in contributions, as far as I know, so if empires don't really invest in the bidding war, then you get very little Dust. Do you by chance remember how much had been contributed to the academy in the previous request phase? (I know it's been a while since this was filed.)

Yeah, getting 32 Dust in exchange for donating thousands is probably not working as intended. I'll pass your save and info along.
