Summary / Title: Vodyani can Leech from undetected Umbral Choir Sanctuaries
Description: The Leech option is available on systems that contain a UC Sanctuary even if the Sanctuary is not detected. If the Sanctuary has population, the Leech option works just like on a regular colony. If the Sanctuary has no population and the Leech option is not available, the tooltip still tells you that the system is out of resource stock, giving away the Sanctuary's presence.
Steps to Reproduce: Start a game as the Vodyani with the UC in it. Send your Leechers around, blindly looking for the UC and checking the tooltip on every system. You'll find a Sanctuary eventually and notice that you can Leech it.

Expected Behavior: Undetected Sanctuaries are not Leechable.
