Since sanctuary link automerged everything it produces within a turn, it can be achieved by producing behemoths combined with other ships in a single turn.

I would go as far as to suggest not to use sanctuary link for behemoths as in most cases, they are transported accidentaly and can not be specialized without a hangar which is only at home system.
