Some System Improvements and Planetary Specializations don't display their effect when you hover the mouse over them. When I start a new game they work fine and as soon as 1 doesn't appear properly, then others start to have the same problem too. Loading the game again seems to fix the problem, but it is annoying nevertheless.

It's known bug since the beginnig. Unfortunatelly there is no known solution for this. 

Next time i suggest to look briefly in forum for unnecesarry duplicates of threads. :]
