I can keep my population from leaving my empire or rasie it. I've tried implamenting laws where only certain populations are able to breed but that does even do anything I've tried playing vanilla with no mods still I can only hold 3 populations at best one system and 2 at worst. Is this a bug or am I blind?

1. What is your faction?

2. Usually if you are losing population you either have low food production, or your population is generally too unhappy.

Also it would be a good idea to share screenshots.
