As seen above with the Lumeris lowered inflation rate improvement, you can continue to build them every 20 turns but the remnant star system improvement that is used to add the effect doesn't ever dissapear, leaving you could get stacks of 40-50 by the end of the game. This works with any temporary effect star system improvement, including Guardian sacrifice and Hissho sacrifice.
