I've recently started a new game (after not playing for a while) and I'm noticing a ton of tooltips are just...not displaying their actual game modifiers.  Seems to affect many (but not all) anomalies, system improvements, empire improvements, and exploitations, across several different screens.

This is going to be a serious playability problem for me.

This is a bug that occassionally happens, best solution I've seen on the forums (having never really encountered this problem myself) is to save, quit to desktop, and reload.

I`ve seen an advise to check that V-sync is turned on, then reload.
