So 10% base regen + 20% Systers of Mercy 2nd collection bonus regen + 15% Portal Upgrade regen equals 45%. But I only get 30%.

I talked with Kuma a bit on the modding chat in discord, and they think it's because of a different problem. I'm going to try to get a fix working so Groo's Bugfix mod on the steam workshop can use it.
