Hello

I am a beginner in this game so maybe this is actually not a bug but I find it weird. In a multiplayer game we did with friends, I did force truce on someone and he basically ignored it (he didn't pay any influence, he ignored the pop-up and we could continue to play for more turns).

Is that a bug ? Can he just ignore the thing without paying anything ?
