If you build the building "Pilot production of the Mavros" before the quest for its construction, the quest will not be completed. Also, if you delete the current building "Mavros Pilot Production" in order to rebuild it to complete the quest - it will no longer be in the list of possible buildings. And you will be left without this building and without a completed quest until the end of the game.
