Not able to spend any of the Titanium I have on ships or troop enhancements.

Attaching save file as well.  Though this is my second game (it's going poorly for me, lol) and I'm not sure if I'm just missing something or if this is a bug.

Wow, I feel like a total moron - up until your message I had it locked in my brain as 2.7K titanium.  Thanks!  Wasn't aware we could use tenths of a resource :)
