Custom Riftborn Faction Outpost needs food

I created a custom Riftborn faction with involuntary Nomads - figured it isn't entirely unfitting.
As probably known (though not to me at the time), this breaks their main questline, as I can't ever "colonize" a new system to raise its sience output to X.

So I bought an outpost from the lumeris at outrageous prices (which was 1 turn away from completion), and - it'll be ready in 90 turns. 

Thing is, I spent titanium to accelerate it, the industry output is listed as 41, but apparently, this outpost needs food. Which I can't get, my outpost actions just allow increasing industry output, which does nothing.  


Late Edit: 

This thread from 2017 already mentioned the quest breakage. No one ever tried buying an outpost, though, as far as I can tell. As my last bug report (as of this time) shows, riftborn outposts seem to break with any combination that might modify outpost actions.

I attached the one I noticed it at. 
I later tried buying another outpost, with better food source, on a system where another faction was also trying - sadly, that one somehow ended up with negative food. 
It's a slow game - I can wait another 75 or so. 

Edit: Wasn't sure if I can rename files. ^^ 

The system's name is "Ita", close to the middle.

That is weird, seems like that quest choice is just incompatible with Involuntary Nomads.

And I guess it also overwrites riftborn-esque population needing industry instead of food? Could be the case at least. That is most definitely a bug. 


All I can suggest is get a better food producing outpost from lumeris.
