Summary / Title: Who's Yuri science bonus is not applied

Description: playing as the United Empire, taking the scientist result in chapter 2.1 gives the Who's Yuri? Building. Which should give +5 science per pop on Planets with Anomalies. I have built it in almost all my systems since this building seems OP. But when I check the sceience popup detail of my systems the bonus doesn't appear as you can see on the following screenshots:

Steps to Reproduce: play as the United Empire, in chapter 2.1 take the scientist approach. Build the Who's Yuri? building in a system with an anomalies and population. The bonus doesn't apply.

Reproducibility: 5/5

Expected Behavior: the +5 bonus per population on a planet with an anomaly apply and is displayed in the sceience detail popup.

It's applied per pop on planet, so it is included in planet science production. For example, look at 

You have 4 pops here.

You should receive:

4 * 2 base planet output

+ 4 * 2 from Danerque Univercity

+ 4 * 2 from Graviton-shielded Laboratories

+ 4 * 5 from Who's Yuri?

= 8 + 8 + 8 + 20

= 44 Science

Then this science is totaled with science production of other planets and included in +243 from planets in Zozmanos system.
